I am here specifically because I am concerned that what we are seeing at the Police Department is increasing use of alcohol. We are not talking about one or two beers, we find kids are drinking to get drunk," Portsmouth Police Chief Michael Magnant said.
According to the risk behavorior survey, 32 percent of Portsmouth High School students reported binge drinking within 30 days of the survey and 48 percent reported having used alcohol in that same time period.
In 2002, the department arrested 16 teens for possession of alcohol. Last year, more than 100 teens were arrested. Part of the reason for the increase in arrests is increased enforcement and changes in law, including the internal possession law and the party host law.
